but Klatt said if psu, osu and Michigan all end up with 1 loss that psu has the tiebreaker to play in conf championship. True???

It’s still depends. Iowa beating minny will help but psu still needs to beat Michigan and Michigan still needs to beat OSU

Assuming OSU loses to Michigan it would come down to record of cross division opponents. Since only PSU plays Iowa, our opponents records are currently better than OSU or Michigan, but the rest of the season obviously needs to play out for the overall opponent's records.

That is what I understand. Just need to end up with best opp win %. If PSU can beat UM and finish with 1 loss, it will be deserved.

It is not true.

It is true that - as of this moment - PSU is in an advantageous position on that front (The tie-breaker being conference records of the 3 Western Conference teams each school played. That is in PSU's favor at the moment, but could change week to week).
All of that, of course, goes out the window if PSU doesn't beat UMichigan in 2 weeks - so one can decide how much consternation to devote to that possibility.
