No it doesn't. It literally says the defender is allowed to hit the hand when going for a block, if the offensive player has possession and is attempting a field goal.

Accidentally would be going for a block on the ball and accidentally hitting the hand. This isn't some niche rule that never gets called. It's incredibly common.
The rule is exactly the same in the NBA and happens all the time.
They don't have to shoot 3s when scoring layups are available all night.
