You can block all transfers to in conference or in state teams.
Well you can block all transfers to any school in the universe if the school & coach & AD want to be pricks. Or you can put up no blocks at all. but there isnt some special rule about just blocking conference or other schools within your state transfers.

Correct, a school is not required to grant a transfer. Thus they can put any restriction they want or grant it without any restrictions.

However, I think, a player can transfer without being released but there is some penalty. Don't know what it is however but might be that they cannot be on scholarship during the year they sit out.

After the Marvin Stone insident both schools put transfer restrictions against each other (and conference schools) encoded into their codes of conduct/student handbooks. but if you really want to go somewhere but the school doesnt let you you can, costs you 2 years of no scholarship though. That is what Baker Mayfield did to ditch Tejas Tech for B12 conference member Oklahoma.

Bonnafon has proven more against the P5 than our anointed starter Drew Barker has.

52% completion percengage for his career, 7 TD/5 INT. Most of that done his freshman year. Nothe amazing, but he'd instantly be the most experienced QB on our roster immediately and the best runner. Worst case scenario we have a really fun threat for some wildcat/read-option packages.

The Juco Kid(Stephens or w/e) is mobile but more in the Geno Smith mold. Bonnafon is more of a true running threat. I like Bonnafons contrast to Barker more so than Stephens. But agree to disagree...

After the Notre Dame game, teams had Reggie figured. He is not a P5 QB. Petrino moving him to another position demonstrates that. It is not like UL had consistently solid QB play this year. And, yet, Reggie was done by week one. So, let's not act we don't know what we all know.

From my understanding, the only blocks the NCAA WILL allow is in state schools or in conference schools. I'm pretty sure they would not be able to stop him from transferring to say Cincy or Indiana. But I could be wrong.

Why? He didn't even get offered by UK; what was he supposed to do? Not to go to Louisville, just to keep people from being mad at him?

He has been quoted as saying he was a UT fan while growing up in Lexington. It would be surprising if he had any desire to play at UK knowing that.
