NYC has a "fraction" of the crime stats because they stopped responding/recording to crimes/calls. Of course stats are higher where police still function. Many cops also make sure to show-up to calls late (hoping everything is over). "Sanctuary" cops were ignoring a lot of stuff 10 years ago but after the BLM insurrection its much worse.
Shoplifting isn't even really a crime anymore in many places (enabling youths to grow into criminal lifestyle). Lots of people also resist reporting crimes due to fear of retribution, fear of immigration status, acclimation to fact cops wont even show (loose pit bull? Dont bother calling). Plus the fed, state and local govs outright lie on many stats.

I think you make that a hard and fast rule everything will work out better. I understand the appeal of the death sentence.. I just think we can, and should, rise above that and convincing the majority of that is a worthy goal.

Too clever by half using "those who kill whites" and "those who kill African-Americans" rather than mentioning the race of the convicted. This can also be explained by the racial makeup of juries which are probably more likely to be majority white where whites are killed.
In any case, race should have nothing to do with it and, IMO, shouldn't even be mentioned by those trying to execute the death penalty. We are talking about a small number these days. So just end it... with the number being so small.. is it really a deterrence?

Some red states are. The last I saw Texas was roughly break even but many smaller red states get back 2 or 3 dollars for every dollar they put in. On the other hand, CA, NY and NJ get leeched for tens of billions each year. It adds up. Most cities have Democrat mayors, from rich to poor and safe to dangerous, just like most rural areas are led by Republicans, from farms to meth labs. You can't make any generalizations of parties as a result.
