The practice probably started because some official wanted free tickets to some event and eventually it became SOP.

Isn't it just part of the advertising budget? Military spends hundreds of millions on advertising, no one should be worked up over $9 million worth of "product placement".

I wasn't thinking about the ad's but more about the flag displays and in game recognitions....those should be free.
