This is directly related to the opioid epidemic. Most of these folks are homeless addicts trying to find their next fix. Giving money seems compassionate, but it's not. If you want to give them something to help them give them a packaged snack like peanuts or crackers or a pair of socks or chap stick. Those are things nearly every homeless person needs all the time.

Homeless folks are just like the rest of us, they seek out the best situation for themselves. A city that is tolerant and generous toward their lifestyle will attract them. Go to San Francisco if you dont believe me. I wouldn't say this is a liberal thing though, NYC is not nearly as bad with panhandlers and they are quite liberal. New Yorkers are very diverse and have more abrupt attitudes though. In NY your more likely to get a street performance for your pocket change. Even in San Francisco it should be noted that while walking through Chinatown there are no homeless. Why? Because the Asian business owners are intolerant of having non working beggers in front of their stores. The problem in San Francisco is concentrated in the ultra modern technology and financial district where there are Pete's Coffees on every corner, yoga studios, and posh retailers. They live where the rich technologically advanced empathetic folks work.
This contrasts with the bums at Trader Joe’s, whose carts have many leather-bound books while smelling of rich mahogany.
I walk a lot....5 miles a day most times.....I find change all the time.......I have always wondered where all the change comes from....one day last week I found 1.33...I save it and buy my dog new chew toys.

Freshman year at UK, roll up to Kennedy's book store, been on campus for a day. Park in the back lot and a guy approaches car from behind stands by door. Wearing a velvet red coat and old school brimmed hat. No freaking clue what he wants....had a 5 minute talk with him, and that was my first encounter with a man I saw many times over my stay in Lexington.
Two Keys
Senior year my friends and I lived in between Two Keys and what used to be Subway in a standalone 3 bedroom apartment. Window overlooked Two Keys patio- fun, too much sometimes.
Had people constantly hanging out in our front yard. One of our friends gave a guy money and he played guitar for him while his buddies danced around..

Had just bought a sandwich walking back to apartment on Limestone. Had half my sandwich left. Guy asked me for money on street. I didn't have any cash but gave him my half sandwich. We went our separate ways, I turned back to glance at him and watched him toss the wrapped sandwich in the trash can on sidewalk. Lol.

A city near me put these in several years ago. I always thought it was funny to get my coins out in front of the bums, then go drop them in the parking meter.
I've definitely given people money when they're upfront about wanting to get a beer.
The idiot dems that are running Louisville just voted to provide +$540,000 to the homeless camps here. All they are doing is attracting more homeless by doing this. Part of this money will help the homeless who have pets. If they can't feed or house themselves, what the heck are they doing with pets.
