According to ESPN, 350 of 491 NBA players make less than the $12 million figure you mentioned. 217 players (44% of all players, sue me, half was a slight exaggeration) make less than $4 million per year. That includes names like Kevin Love, Dalton Knecht, Russell Westbrook, Dante Exum, and Nikola Jovic. Not current stars but these are guys getting solid minutes on playoff teams.

What a guy like PJ is looking at is that in the NBA game it really is not a true floor general PG anymore. Rather he calls himself a PG or not I am sure he wants the offense to run through him. He is a gifted offensive player, and can go to a good team and make them a contender in the correct situation.Probably best for him.
