I think it’s been pretty obvious that they’ve been tampering. Proving it though is difficult until some player or parent turns them in.

I don’t think it’s a rule but it would be logical. IF we don’t see more guys hit the portal there will probably be some guys who will be put on academic scholarships to get under the number.
