I'm a moderator over on the Scarlet Knights board, so I can shed some light on this. Unfortunately this is something that is set by the Rivals network overall. We've tried to get it changed, but no luck so far. It really is petty not to allow all users to PM each other.

Yes. It's definitely a Rivals thing. Other sites almost universally allow PM for all users, regardless of status. I get that Rivals views it as a feature. I just don't think it's a premium feature and won't pay for it. It would make it safer to ask someone something personal off the board without having to publicly give out your email to everyone with the hope that the person you want that private conversation with will reply back.
