Sandy is willing to take over.... She will get the ship straightened out... Her first request is to be able to hire 100 Associate Alumni Directors, also a budget of $50 million that she can spend....

Why does the AA need a CEO???
They brought in a consultant.
The independent analysis determined that the PSU AA was declining in the all-important metric of "Dollars Wasted or Thrown into a Bonfire / Available Cash)
To mitigate that decline, a Blue-Ribbon Panel was appointed - the top suggestion emanating from that Panel was: Hire an Alumni Association CEO, and pay them gobs of money. The panel report suggested that was the most effective way to waste large sums of money, with minimal potential for any benefit derived. With the possible side benefit of leading to even further waste in the future.

It's a lose-lose-lose - and therefore unanimously and enthusiastically supported by all.
