UL has done quite nicely filling in with former UGA players since Grantham became DC. Will this pipeline dry up with the departure of Richt? Or was the relative short lease for "mistakes" an administrative conduct code as opposed to a Coach Richt conduct policy?

Good question, but I think the Grantham effect has already started to fade, although the precedent for transferring to Transfer U has already been set-------but then that is probably nationwide anyway.

Petrino probably has a full-time grad assistant/intern working the Internet (message boards, etc) like a waiver wire for cast-off players from other programs. Character matters little as long as you have the requisite talent.
