I've always been told that one needed a teacher's certificate to teach in public schools in the state. Is this no longer the case?

How it was explained to me is that everyone needs a teachers certificate to teach, it is how that certificate is acquired that can vary.. Example, I am teaching this year in a classroom with a provisional certificate while I work on my masters in education.

Yes, you need a certificate. There are certain places where teachers are in need (CPS mostly, science and math) where you can be granted a provisional certificate if you meet certain criteria. They are trying to attract professionals into the field, otherwise professionals would have to take off 12-18 months going to grad school to get their certificate. The provisional certificate has a short lifespan though until you obtain your full-time certificate.
