SC has done a “3-student count” for charter school students outside of a school’s geographic region in an attempt to balance the “recruiting or not recruiting” issue which may put some charter schools in a higher classification in South Carolina.

The controversy at Gray Collegiate Academy (Columbia) area was such that 6 conference schools forfeited games with them.

I like the "3-student count" rule and believe NC would be wise to adopt it.
It needs to be incorporated for traditional schools, also. If students from outside the district other than a teacher’s child or a student was enrolled at the school through conclusion of sophomore school year before moving or is the sibling of a current older student that meets that rule they need to count up if students from outside the district are allowed to play sports.

Do you really think the nchsaa would do it and would the GA allow it? No and no.

It's bad we can't make it work, it's even worse that an effort is not made to get it to work.
