Certainly doesn't look good. I'll say having had to go through Procurement processes for various projects that you have contracts setup and in place well in advance so they might now have been able to back out of previous commitments.

Keystone has been in the works a long time. Should have been approved years ago. Materials already purchased. I'm just happy it is finally being built.
