CPS had their own Sectionals (City Titles) and they were limited to one team at the State Torunament in team sports?
What if the IHSA did that with non-boundary schools?
Example....
Non boundary schools are limited to say classes 5, 6, 7, and 8 in football. They are also limited to 8 teams per class and they feed into their own quad? They will only have one participant in the semifinals per class.
