If the PI occurs less than 15 yards down field in a college game

Beyond 15 yards down the field it’s a 15 yard penalty (in college). It’s a spot foul if it’s less than 15 yards…or anywhere in the NFL

That's how Cincinnati beat us in 2006. Every time a WR beat their DB vertically they pulled us down.
