Ryan Waldschmidt Selected 31st Overall By Diamondbacks

Is he considered a 1st round pick? I thought the 1st round ended at 30 but then heard he got selected 31 but WLEX was saying he was a 1st round selection.
Competitive Balance picks are considered to be of the round of the 30 picks that was just taken before. UK Athletics and Baseball Reference both list Waldschmidt as 1st Round picks.
