"He mentioned there are over 5,000 empty seats at Penn State Commonwealth Campuses."

Will the powers that be ever do the fiscally responsible thing and shut some of them down?

From PSU's perspective, as long as they can keep claiming they need additional funds, and the politicians keep funneling the money, it very well might be fiscally responsible from PSU's perspective to keep them open. There's this notion that psu exists to provide an affordable education, but do their actions actually show that?

Political hot potato. Reps. in those areas will fight to the death to keep those campuses open.
But yet they won’t “fight to the death” to fund Penn State? And have a major party candidate for Governor who does his best denigrate Penn State. Not to mention another major party governor who did likewise during his one-term. Bravo PA politicians!
