POTUS does not have absolute authority on implementing policy or dictating policy. Are you suggesting Obama could have sold Florida to ISIS? Sold nukes to Iran? You simpletons are great. Congress passed the bills that control the purse strings. The President signed that bill. The President's executive branch approved the thresholds required for funds to be released. The President can't THEN pressure a foreign government to investigate an American citizen for POTUS's own political gain. Is that what you guys are arguing? L M A O

I mean if you need to take it to an extreme hyperbolic reactionary place to try and validate your position, I think it’s pretty easy to see how valid of an argument you have.
The funds can be delayed until the end of the FY. They can be delayed beyond the FY deadline and they can also be outright cancelled providing the President of designated member of the OMB briefs Congress on why. Nor does he or his designated representatives to seek their approval for doing so, just a basis of rationale for why. in this case, since the funds were distributed during the FY, nothing needs explained. All of this is irrelevant though, because the Ukrainians were unaware of the delay.
Funny you mention Iran. Obama changed foreign policy on Iran and completely circumvented Congress. Really no different here.
