No one's going to intentionally target someone if you take out the ejection penalty. It's the stupidest rule in sports.

Personally I think the stupidest rule in football is if you fumble the ball and it happens to go out of bounds before the goal line...still your ball, but if it takes a wonkey bounce and goes into the endzone and then out of bounds the other team gets the ball...like they had something to do with the way the football bounced.
