It does if it means they can call a foul on Kentucky. It’s why the refs skipped middle school to go to ref school!

That’s not a misinterpretation. It’s written in policy legalese but…
If the ball hits the glass above the rim it is considered in downward flight.
The caveat of “chance of going in” implies that the ball has to contact glass above the rim to then go downward and have a chance of going in.
All caveats have to be met. What they called would be the same as if a shot was clearly falling 3 foot short and someone jumped up to get the ball at the highest point and they called goal tending claiming it was a shot attempt and still above the rim
Meanwhile, they shoved their whole arm through the cylinder and shook the whole backboard and it wasn’t whistled. One was obvious…the other is a bad interpretation of the rule

Yeah I noted that , several possessions where we have very little motion and the shot clock ticks ticks ticks .
