At what point do we cross the line in Illinois to declare Marshal Law and arrest that mayor and governor for inciting violence?

I mean they accused Trump of inciting an "insurrection" and all he did was tell folks who were peacefully protesting to "go home". This radical in Chicago is not only encouraging violence against Federal Law enforcement Officers, he's actually participating in it, breaking every Law on the books!

My question is why isn't he under arrest, and why no one on the Left is accusing him of inciting an "insurrection"?
