U.S. President Donald Trump told The Wall Street Journal on Wednesday that he might consider withholding billions of dollars of obamacare payments to health insurers to force Democrats back to the negotiating table on healthcare.

Insurers and major medical groups have warned that not funding the payments, called cost-sharing reduction subsidies, which help cover out-of-pocket medical expenses for low-income Americans, could wreak havoc in the individual insurance markets. Trump told The Wall Street Journal that by withholding the payments, Democrats will call him to negotiate.

Major medical and insurance groups penned a letter to Trump on Wednesday urging him to maintain funding for the subsidies, which amount to about $7 billion a year and are paid directly to insurers. They help cover premiums, deductibles and other medical expenses for about 7 million people who purchase health insurance on the individual health insurance market.

House of Representatives Republicans sued the obama administration for funding the subsidies, which they argue have to be appropriated by Congress. A federal judge in May 2016 ruled in favor of the Republicans, prompting an appeal by the obama administration. The case is pending in the U.S. Court of Appeals for the District of Columbia Circuit.

Major insurers, including Humana Inc and Aetna, have left or announced their intention to leave the obamacare exchanges, citing multi-million-dollar losses and patient populations that are far costlier and sicker than they expected. They warned that withholding the subsidies would destabilize the market further and leave millions of consumers with little or no choice in picking a health insurance plan.

I'm not sure this can technically be called halting if nothing is actually due in the legal sense.

I thought the GOP was for government not interfering with private industry?
Unfortunately, this is how it's gonna be till the mid terms. We ( Trumpers) are gonna have to drag the shumerites to the table kicking and screaming ( EVER TIME). BUT it's the very best way to absolutely show what obstructionist, they truly are.

If it's a "Republican" doing it, it's all ok. From Jefferson on down, small government bs argument means nothing to them once they hold power. Tax cuts....that's the small government they all actually care about.

The thing that bothers me is that this is like the shutdowns in that the government isn't meeting its financial obligations. How does that impact the insurance industry? He's willing to damage that industry in the name of forcing the other party to the table. Meanwhile, he can't even get something that his own party can pass through the house they control. He's trying to paint this as the dems holding up the process, when it is a case of dysfunctional politics in the entire legislative branch. This isn't leadership, it's thuggery. Leadership would be calling dems and reps into the same room and talking.

I'm guessing it's just more loud talk. Otherwise he hurts himself with allies in congress for sure.

Uh, you have all three branches dude, how are the Democrats able to obstruct anything? You must be thinking of the GOP during Obamas last 6 years hen he didn't have the advantage that the GOP can't figure out how to use. Saying no is easy, Governing takes compromise, but not from the powerless Dems.

Trump’s New Health Care Plan Can Only Backfire
His thinking goes astray when he assumes that Democrats would shoulder the blame rather than the man who sits in the Oval Office and the party that controls Congress. A Kaiser Family Foundation poll released this week found that “61 percent of voters say that they will hold Trump and Congressional Republicans responsible for future problems associated with Obamacare.” In other words, the governing party would earn more of the blame for the individual health markets’ collapse if the governing party actively sabotages individual health markets.

He doesn't need democrats. If he had a good bill he would have every repub vote for it.
We'll see if he follows through on his threats (see article). He needs more votes and they have to come from somewhere.
