The thing is, they DO use fear to manipulate, but people making up fake stuff about them only detracts from that since after all, people using fear to manipulate and lying about people using fear to manipulate aren't all that different.

Touche. Despite already having low levels of confidence in our government officials, I can't believe they'd say something that stupid and condescending and so obviously counterproductive. I guess I need to lower my level of confidence in government officials even more, which is becoming a habit at this point.
