It was most certainly politically driven by the left. Who was directly ordering it is just a guess.

The Capitol Police is going to want to prepare properly and utilize all resources available. So it's really not that hard of a guess. They knew there was a protest planned. They wrote a plan prior to on how they were going to handle it. That plan was sent to the Speaker of the House. If we had any real journalists they would be asking to see the plan. What outside support was requested ? Did the Speaker forward those requests ? Did the Speaker deny any of the request ? Did any supporting agencies deny the Speaker of the House Support? If so who ? What tactical plans did the Capitol Hill Police come up with prior to the crowd showing up to keep them out of the building ? Did tbe Speaker of the House deny any of those resources. Etc.
