There is no way that equivalent arguments can be made to remove this as an issue. Simply, we contracted to provide for those in need and we are not living up to the contract. IMO, the only way this is going to be corrected is for someone, with backbone, tell unions and PC to get the hell out of the way and provide the agreed service - timely. None of these people who made the sacrifice should remotely be asked to take a number and wait for service. If you cannot provide the services, pay a reasonable fee to those in private practice who will do so. Enough of the excuse making that it is nothing new. Today is the first day going forward. Old practice is drop dead - today and for evermore. New practice is to aggressively remove backlog. Set a definite date for accomplishment. Failure to achieve gives leadership roll to whomever can do job.
