If I am an AD with a head coaching opening, who are some coaches at smaller programs or low paying districts, or assistant coaches who are up and coming and would warrant consideration for a head coaching job?

He also understands the spread and pro set, a mix that has paid dividends for backs under his tutelage. That said he's also a former lineman and line coach, and IMO that is the most important position at a championship level. Win the line win the day, spread or I form.
All that said, I don't want Casey to ever go ever, ever. He's my boy Blue!
