IMO don't limit it to 20 teams. Make 15+/- bubbles to get all 350 (then minus P12 that cancelled all sports thru end of year) and let them opt in. NCAA takes over the bubble schedules. Sets arrangements for venues. 10-12 games in 3 weeks from Thanksgiving to Christmas. Opt in for schools. Opt out and you're on your own for OOC scheduling.
