Washington is refusing to enter his name in the portal or assist with his transfer. But he can still transfer. You don't HAVE to put your name in the portal to transfer. A player can just enroll somewhere else without ever going to the portal. They aren't supposed to be contacted by other schools without having their name in the portal, but that obviously is not enforced. There isn't even pretend enforcement regarding tampering.
