It means they can no longer put their name in the portal to transfer. Once in the portal, they have until the start of fall classes to pick a school and enroll.

Correct. You miss the transfer portal deadline, and you have to sit out a season after transferring before you are eligible.

Unless there is a coaching change or maybe a hardship that the NCAA let's you transfer because of. I'd say either of those things happening will be slim. So if you're not in the portal by now then you're pretty much out of luck and stuck where you are or forced to sit a year.
