Who makes better Head Coaches?

Who do you think makes a better Head Coach, a Defensive Coordinator, who has never been a HC, an Offensive Coordinator who has never been a HC, but both are coaching in the Top 5 Conferences, or a HC who has been coaching at one of the smaller schools, such as Toledo, Bowling Green or some other small conference, but has been an OC or DC at one of the Top 5 Conferences prior to becoming a HC at one of the smaller schools.
I've always thought an OC makes a better HC then a DC, since he is always trying to stay ahead of the DC. I have seen the Single Wing, Lonesome Polecat, Power I, I, Option, Triple Option, Wishbone, Option, Pro Set, Air Raid, and several more. I have seen all these in my 76 years, and it usually takes a year or so for the Defense to catch up.
I can remember when Coach Bryant went to Texas to study under Daryl Royal the Wishbone. At that time, Coach Bryant had already won a National Championship.
