In the past 15 years there have been times that such a statement would have meant any combination of PSU, Iowa, OkieSt, Cornell, Ohio St, Minnesota and maybe another I am missing. Currently, PSU is without peer and is THE TOP PROGRAM. If he is going to a TOP PROGRAM, by current definition he is going to PSU.
