Not sure it will kill conference expansion but it will further diminish the Bowl season. Not exactly sure that's a bad thing to many meaningless bowls handing out participation trophies. The BIG 12 commissioner said expansion is part of their agenda and he knew the playoff would eventually expand.

Nope. This is leverage to use against them. ND joining a conference will be one of the last moves before the Great Migration from the NCAA. They know they have to do it but want to get the best deal from whomever the lead dog will be moving forward. They have the money to hold out.
