The knuckleh.....er...I mean NCAA doesn't get the chance here. He's a grad transfer.
OU's had great luck with WR grad transfers recently:
Justin Brown, Penn State 2012
Geno Lewis, Penn State 2016
While Jalen Saunders, from Fresno State, 2012-2013, was not a grad transfer, he still needs to be mentioned as another great transfer for OU.
This is a big addition for OU, even if Badet isn't on the same level as some of the elite receivers in OU history. If he could contribute as Saunders did, even for one season, it would not only give Mayfield another target, but would give OU time to develop the receiving corps......especially guys like Lamb, Rambo, Farrar and Jones.
