Michigan, Moore Drop Appeal in NCAA Case; Stalions continues Challenge

Michigan football and head coach Sherrone Moore have officially withdrawn their appeal of NCAA sanctions stemming from the Connor Stalions sign-stealing investigation, according to updated appeal filings reviewed Monday.

The university and Moore had both filed notices of intent to appeal in late August, challenging elements of the NCAA’s penalties related to the in-person scouting and signal-stealing violations that led to disciplinary action earlier this year. However, documents show that the “Institution” and “Involved Individual (Appeal 1)” withdrew their appeals on Sept. 29 and Oct. 6, respectively, effectively ending the university’s and Moore’s challenge of the sanctions.

One unnamed party — listed only as “Involved Individual 3” — has moved forward with their appeal, submitting written materials by the Oct. 3 deadline. The NCAA has not identified the person, and the case remains under review.

Former head coach Jim Harbaugh, analyst Connor Stalions, and recruiting coordinator Denard Robinson were the other individuals named in the final COI report who received penalties. Former linebacker coach Chris Partridge was cleared of allegations of infractions.

The move marks an end to Michigan’s formal dispute process with the NCAA, nearly a year after the Connor Stalions investigation sent shockwaves through college football and led to sweeping changes in the Wolverines’ football operations. Moore, who succeeded Jim Harbaugh as head coach in January 2024, served a suspension earlier in the season as part of the negotiated resolution.

With the appeals withdrawn, Michigan’s focus now shifts entirely to the field. Moore will be suspended for Week 1 of the 2026 season, while Michigan will pay its outstanding fine. Sources confirm to Maize & Blue Review that funds have been allocated to the fine and will have no impact on athletic department operations.
