I've been thinking on this since the first game, and I know the shirt exists so they can see him, but I was trying to figure out what "profession" he reminds me of.....naturally, orange makes one think the individual is in the prison system, but he has blue/black pants on, so It lead me to he must be in the "service industry........and then I realized:

ZA in the orange shirt is the foreman on the road crew that has the bigger and badder looking truck, and he is running the show. Straw boss, if you will......

As long as he keeps us in the bend but don't break game, he can come out in a old fellas full on orange coveralls

ZA is getting the job done, and seems to have a good working relationship with Lebby......
