I dont see it in the article but local news said he shot AT a dorm,,,,got caught on camera then lied about his identity

I was also wondering if there was a specific target in mind or just "celebrating" like they do in the Middle East.
If he was actually shooting at a dorm building that is really a different story. Shows total lack of concern for anyone in the building.
