Don't know the answer, but it would make sense to be no more than 8. If there was more than 8, that adds an extra week, which in turn backs up every region

He means will there be 6 or 8 qualifiers in 4D. There will only be 8 teams in 4D this fall. Last year there were 12 teams, but 5 are moving to C3 (Bassett, Carroll County, Charlottesville, LCA, & William Byrd) while Halifax Co moves down from C5, leaving 8 teams for this fall.
