Apples to oranges. You are comparing ALL visas for entry into the US (travel plus immigration) vs immigrant visas in the rest of the world. On top of that, the world stats are a joke. European countries took tons more Syrian refugees than the totals you give for the rest of the world.

NOBODY .... NOBODY is suggesting we shouldn't do any vetting. You dolts seem to think that our options are to just keep everybody out, or just open the gates and everybody comes in without being checked.
It's just that informed people realize that we already do very good vetting, particularly with refugees. I know for a fact that this is true, because I'm directly supporting the vetting process.
