Maybe one protected game per year, not three.No reason to do divisions. You can do anything you want with scheduling without having divisions. Just as PSU had no dedicated annual game while others had more than 1. You know all 4 PAC teams will play each other every year to minimize travel-but don’t need divisions

Only fair way to accomplish that would be for all other teams to get multiple protected games too, which undermines the goal of all teams playing each other as often as possible

Probably not in the cards, but this would greatly level the disparity between what exists presently.Nine team divisions:
East: RU, Maryland, The Cult, OSU, Michigan, MSU, Indiana, Purdue, Northwestern.
West: Illinois, Wisconsin, Minnesota, Iowa, Nebraska, Washington, Oregon, USC, UCLA.
