I thought you were buying wire. I was looking forward to reading about someone else’s home improvement nightmare.

Looks like the shipper has to apply for and receive a permit from the Department of Revenue in order to ship directly to a resident of the state.

So, a California vineyard would need to determine whether they anticipate selling enough wine directly to individual MS residents to justify the cost of the permit ($100) and the hassle of the application process & required record keeping.

The big wineries & vineyards will, but I doubt it'll be anywhere near 99%. Just not enough demand/volume in a state with the population of MS.

Now, the online wine distributors and "wine of the month" clubs will jump all over it.
