Just look at what good seating is available on the top of the stairwell (bottom left corner) in the Oxblue.com construction photo

They could build it up with grating close to the top of that barrier rim. The grating would allow the rain water to run on through to that drain in the center. Then add a top layer of Astro-turf on top of the grating to make it look nice and put a Kentucky Blue Maroon tent cover over the top and let you bring stadium chairs to sit in. Would probably need a rail to keep idiots from falling off the edge. Look at the view you would have! The back quarter could be used for BBQ pits tailgate tables and beer coolers. Maybe add a horseshoe pit or corn-hole game back there for the kids.

SPS should start a collection to make it happen for DS (sorry for the oops - and the General) and carefully selected guests, of which I would like to be one. I bet it would comfortably seat twenty folks - maybe more if they put in a couple of raised levels like the choir loft.

Would make those high dollar tent areas they have provided look kin'da weak.

Holy hell...I seriously think you're on to something. Is there a stadium anywhere in the world that offers hot tub suites and whatnot? That would be badass to turn it on ESPN see some fans splashing in a hot tub on top of the stadium.
