Ummmm.......I think you are a little mistaken. The North Koreans began their nuclear capabilities along the same time the Soviet Union began to collapse. We noticed, through satellite images, in 1989 that they were developing nuclear facilities. There were hundreds of Soviet scientists who "went missing" following the collapse.
So, that's 1989.......Bill Clinton wasn't elected until 1992.......
Correct. But it was Bill Clinton's famous 1994 "agreement" with the Norh Koreans that was touted as the "end of their pursuit" of a nuclear weapon. We lifted sanctions against them at the time that had been in place to prevent them from acieving the capability they have now.
That was way before Trump.
