Composite Talent Level of NCAA football teams

We actually overachieve from a talent-recruiting standpoint with around a 30 ranking considering we are about 50th in recruiting budget.
Jackson State has (1) 5 Star & (12) 4 star players. They would be ranked higher if they had more than 49 but their avg is 85.80 which is higher than a lot of teams in the 40's.
