The banker in question takes anonymous deposits from many wealthy Ole Miss boosters in the area (I know that's redundant, we're all wealthy). Those deposits are put into a savings account opened in the name of Nouston Hutt. The account has an artificially inflated interest rate, and the interest is withdrawn at the end of each month. The withdrawals are then packaged in red and blue envelopes for distribution. Delivery is performed by runners who place the envelopes in the mailboxes of the desired prospects along with an Ipod and speaker set placed inside the mailbox playing "Forward Rebels" on loop.
