NEW YORK 4/4/2020 - Despite the coronavirus pandemic, New Yorkers are still piling on to crowded subway cars and buses to get to work every day.
“People have got to use common sense,” said New York City Transit Interim President Sarah E. Feinberg.

This is a tough one. New York has millions of people which their only transportation is the public system or taxis/car services. The essential workers have to get to their responsibilities. What is the solution if you shut down the public transportation and still meet essential services?

This is the common denominator with the huge outbreaks in the northeast cities and possibly some others. Hard metal and plastic surfaces, hand rails, people in a confined space. Also, people riding down elevators in large apt buildings and work place buildings. Don't forget about people taking taxis. That's probably one o the reasons calif hasn't had as many since so many people drive to work. Might turn out to be huge for them if things stay the same out there.

Don't disagree with this perspective at all. Just don't know or have heard of a resolution to the problem. And appears you haven't either.

Better planning in regards to public transportation such that the subway isnt vital for essential services.

Maybe they could run more trains and buses. Sanitize all and limit capacity. Sanitize every cab and black car. Mist sanitize every subway station since we now know that airborne spread is a bigger problem than was known. It may be to late since the cat is out of the bag.
