Delay of game penalty

So Arkansas got all up in arms because of the delay of game penalty early on. Their argument was the play clock was never reset properly.
I remember Auburn had a similar argument when we hosted them. Malzahn was livid about it. Bielema was beside himself.
Was there a legit malfunction? Is the person keeping the clock doing their job and paying attention?

I went back and timed it after it happened. They got the full 40 seconds. I don't know what he was thinking.
