Delay of game second half kick off

Was there ever an explanation for that? I've never seen a delay of game penalty on a kickoff.
And the spending of timeouts continues. They used two early in the 1st half. They used one when Minny was running up and down the field on them and got 1st & Goal at the 2 and was obviously going to be able to jam it in regardless, and they brought in the 380 pound guy, and WVU called a timeout and after the timeout Minny lined up in the exact same formation and ran it in. Completely wasted timeout.

Our weak *** media pundits and *** kissers won’t ask that question along with if he would accept a 6th year senior to play in 2022 who has played like a 3 string flag football beer league QB.

I have been watching football for more than 60 years and NEVER have i seen such a call - delay of game for a kickoff. Pisspoor game management. No excuse.
