It's clear that he loves the game, but why come back. Just checked the most recent depth chart. They have the incoming freshmen in front of him at WR.
To get his masters degree? If so, that's what the student athlete experience should be like. You need bodies on the team.

He plays on lots of special teams, including kickoff and does a great job. He’s not just hanging around like some people on here want to imply

The Reno transfer got me thinking, at the spring game Doty looked like QB # 2, way up the depth chart at QB, and he looked capable, and is getting his master degree in May, second degree from the University, and taking more courses this fall, sure doesn't look like he is just hanging around, but is using his time wisely, like you said. With a new OC, he may be getting a new lease on his QB career, funny how things work out.

No one mentioned it on this thread, but as a young player Doty saw Zeb Noland go from being a grad assistant to getting a bunch of meaningful playing time at QB, so it also makes sense that Doty would not be that averse to hanging around and doing another year and see what happens, he saw crazy stuff before occur, if he is the backup QB, you never know what opportunities may avail themselves.
