State got called for pass interference last night when KY was on our own 19. They got the ball at the 4. I was thinking to myself should that be 1/2 the distance to the 9.5 yard line but then I wasn't sure.

It's always a spot foul or a 15 yard penalty, whichever is less. In college though, I believe the 2 yard line is as far as pass interference will go. So if you are on the 10 yard line, pass interference results in the ball at the 2. What i'm not sure about is if you are already on the 2. I think if you are inside the 2 yard line, the penalty becomes half the distance to the goal.

move the ball greater than half the distance. So if you are at the 6 and the defense is offsides, its half the distance. If the ball were at the 10, it would be 5 yards to the 5.(same result basically)

Good question though. </p>

If possible, 15 yards is marked off for defensive pass interference if the foul occurs 15+ yards from the previous line of scrimmage.

Check Rule 7-3-8 here. See page FR-105 for the penalty for pass interference.
